Canada's Caregiver Immigration Programs
Canada recognizes the important role that caregivers play in supporting families and vulnerable Canadians, and has designed specific immigration pathways for foreign workers who provide in-home care for children or adults with medical needs. The current programs are administered through two pilot streams under IRCC.
Home Child Care Provider Pilot
This pilot stream is designed for foreign nationals who want to work in Canada providing child care services in a private home. To qualify, applicants must:
- Have a genuine job offer from a Canadian employer to work as a home child care provider
- Meet minimum education requirements (post-secondary education of at least one year)
- Have at least 24 months of relevant work experience (or an equivalent combination of education and experience)
- Meet language requirements (Canadian Language Benchmark level 5 in English or French)
- Have the legal status to be in Canada (if already in Canada) or be outside Canada and eligible to apply for a work permit
Home Support Worker Pilot
This pilot stream is designed for foreign nationals who want to work in Canada providing in-home care for persons with high medical needs — the elderly, those with disabilities, or those with chronic illness. Eligibility requirements are similar to the child care pilot, with relevant work experience in home support work.
Path to Permanent Residence
Both caregiver pilots provide a direct pathway to Canadian permanent residence. After accumulating 24 months of eligible Canadian work experience as a caregiver, workers can apply for permanent residence through the respective pilot program. This is one of the few pathways that does not require an Express Entry profile or points-based selection.
